SHNA Board of Directors Minutes

November 18, 2008, Himmel Park Library Meeting Room

Present: Rick Bell, Carolyn Classen, Doug Donahue, Wallis Downer, John ODowd, Sylvia Mungaray, Gail Schuessler, Frank Soltys, John Wilder.

Absent: Leon Bear, Janett Carbajal, Michael Guymon, Kathi McLaughlin, Larry Roberts, Ed Stokes.

Guests: Jordan Lancaster and Teresa D. Hall.

Meeting called to order at 7:05 p.m.

Approval of 10/21/08 Minutes: Motion/second/passed approving.

President's report:

1.       Status of DDO appeal of ST Properties (former Ronald McDonald House): Despite arguments presented, City Attorney stated there was not jurisdiction against Environmental Services (re location of dumpster).

2.       Paul Mackey spoke with Sam Hughes Place HOA, indicated SHNA Board support, requested CCRs. Areas of contention are 1) Parking: Plan allocates 2 spaces per condo, no provision for guests; 2) Signage on second floor.

Treasurer's report - Not available (Bear convalescing from surgery. O'Dowd to oversee finances in the interim.)

Standing Committee Reports:

Sam Hughes Care for Seniors (Classen): Assisted 7 recipients in the past month; need more volunteers for medical/shopping transportation.

Military Community Relations Committee (O'Dowd): Mungaray will continue to monitor.

Land Use/NPZ (Schuessler/O'Dowd): Issues are 1) cluster zoning ordinance; 2) in-fill development ordinance; 3) If City appeals Judge Kelly's ruling re demolition.

Traffic/Security (Donahue): 1) Speed bumps installed at several locations on 4th Street near school. Additional bumps to be built summer 2009; 2) Traffic circles to be installed at 3rd & Treat, 3rd & Miramonte; 3) Yield signs to be used instead of stop signs at traffic circle intersections; 4) 4-way yield signs at circles at 7th Ave. & 4th, 7th & 7th working well; 5) Fine for cyclists running light at 3rd & Tucson is $250; Tucson DOT will continue to raise funds for bike path on Treat Ave.; 6) Traffic engineer to be invited to February meeting to address possible left turn arrows from Tucson Blvd. turning left onto Speedway, EB traffic on Broadway turning left onto Tucson Blvd., and other traffic issues.

Security/Crime Prevention (Mungaray/Classen): Reported on TPD Capt. David Neri'spresentation on 11/10/08, including overview of Sam Hughes Neighborhood crime stats, comparison in relation to other midtown neighborhoods. (Minutes available on Listserve)

Newsletter: Deadline for Winter Issue 12/19/08.

Technology (Wilder): Adding "Member" link to website with information/application; updating existing information.

Membership (Bell): 2009 suggested promotions: 1) First-time members 1/2 off fee; 2) SHNA logo

T-Shirt for 2-year memberships; 3) Quarterly raffles (Home Tour passes, etc.). MSP supporting promotions.

Schools (O'Dowd): Need to maintain magnet program, attract excelling schools, establish procedure to meet criteria.

CCRC (Soltys): 1)"No Fly" zone for UMC helicopters; 2) Dean of Students website has form to submit complaints; 3) Lack of sales tax and other revenues "costing" State $24M per week, City $1M per week, and projections are worse for next fiscal year.

Elderly Housing (O'Dowd): Suggest break-away table at annual meeting. Potential need to hire landscape architect to come up with concept for linear park.

Historic Preservation/Himmel Park/Library (Soltys): 4-neighborhoods committee considering 501(c)(3) "Friends of Himmel Park Library, Park & Water Tower" or separate entity for water tower. Next meeting 1/27/09 at Himmel Park Library.
