SHNA Board of Directors Minutes

June 15, 2010, Himmel Park Library

Present: Rick Bell, Doug Donahue, Wallis Downer, Steve Gilsdorf, Sheila Hoban, Kathi McLaughlin, Sylvia Mungaray, John O'Dowd, Gail Schuessler, Frank Soltys.

Meeting called to order by O'Dowd at 7:00 p.m.

Approval of 5/18/10 BOD Minutes: Approved.

Special Report on Parkwise Proposal (Hoban): Proposed informational letter (May motion) not sent since SHNA is not a homeowners association and does not have the right to make decisions for residents who are private property owners. Plan defaulted to $60 Mon-Sat, 8-10pm. At a meeting held 6/15 it was announced that the plan had changed to charge $48, Mon-Fri 8-5pm. 75% of homeowners in a block must sign if objecting. Discussion followed re Parkwise's unfair enforcement, decreased lack of information, inconsistencies of communication with staff. Citations and increased fees for additional staff will not be used in SH neighborhood.

Reports of Officers/Committees:

President (O'Dowd): 1) Re Broadway Corridor, possible study by College of Architecture; 2) Mark Pavon invited to present at the July meeting; 3) Presentation by Broadway Village postponed until they have a development plan; 4) Board minutes to be revised by members prior to posting on the website.

Treasurer (Gilsdorf): Circulated Budget to Actual report as of 61510, showing Washington Federal CD (water tower impound fund) $33,560 and Vantage West Credit Union $15,714.

Standing Committee Reports:

Newsletter: Memo circulated re costs of various scenarios for circulation of future mailings. To be considered at the July meeting when the City should have final word on budgetary cuts.

Membership: Presently at 201.

Sam Hughes Cares for Seniors (Written report from Trudy Mills): While working on getting a plan in place so SHCS can continue, suggest seniors needing assistance call Interfaith Community Services, 297-2738, X206. $500 in checking account.

Security: McLaughlin to contact Tamara Thomas at TPD's midtown office for clarification of 6/15/10 memo re canvassing homes in areas which might need TPD attention.

Land Use/NPZ (O'Dowd): 1) Sending letter protesting moratorium on zoning violations; 2) McLaughlin reported on Design Development Option (DDO) filed for 2514 E. 3rd to expand out on 2 side yards.

CCRC (Soltys): Statistics show 5,700 dorm rooms on campus, 200-300 placed in temporary spaces, 400 freshmen turned away. Request for Proposals due 8/4/10 to build 300-1,200 non-freshman units adjacent to University along trolley route. UofA commissioned market demand study for 2,500-5,000 more spaces. Motion made and passed that a letter be sent to the UofA, thanking them for being proactive, encouraging focus on proximity to streetcar route and preserving downtown, and requesting they adhere to our evaluative criteria to preclude partnering in SH neighborhood due to the "negative impact" of a 300+ unit housing complex on our historical neighborhood community.

Schools (O'Dowd): 1) SH School has 314 enrolled, two 4th grade classes, 40 in 5th grade, kindergarten fee is $2,000/year, asking for donations for teaching assistants; 2) THMS funded at $64 million, immersion program demanding 4 hrs. daily to learn English, investigating what Tempe is doing.

Military Community Relations Committee (Donahue): reported on 5/19/meeting 1) hour lecture by Major Gabe Johnson, Air Nat'l Guard/TIA re training 1,000 pilots in F-16's, have 58 F-16s, F-35s to replace F-16s and A-10s, expectations are for 300 F-35s by 2017, 2,763 by 2035, F-35 study due in late 2010, decision to be made in 2011; 2) DM update indicated Wylie study is on hold, Operation Snowbird is alive, total economic impact calculated at $1 billion.
